The California Department of Justice (CALDOJ) entered into a Memorandum of Understanding (MOU) on June 5, 2020, for VPD and CALDOJ to collaborate on a comprehensive modernized policing plan. Under the Collaborative Reform Initiative (CRI), the City and VPD agreed to implement the 45 recommendations, and CALDOJ agreed to provide technical assistance and oversight on their implementation. The CRI recommendations centered on use of force, community engagement, bias, and accountability. Jensen Hughes was retained to support the evaluation and provide technical assistance to VPD under the CRI program. The MOU expired on June 5, 2023.
