Evaluator for Vallejo

Debra is a multi-dimensional leader who has led key projects including the after-action review of the Virginia Beach mass shooting, police reform for the San Francisco Police Department and the security benchmarking for one of the nation’s most iconic examples of homeland security critical infrastructure. She has a keen focus on data and supportive practices for risk assessment and benchmarking. Debra has supported a range of clients in meeting and addressing their safety and security concerns.

Debra has worked for Jensen Hughes for six years. Before joining Jensen Hughes, she worked for the Irish Department of Justice and Accountability as a Deputy Chief Inspector with oversight responsibility for the An Garda Siochana, the national police force of Ireland. She was a sworn member of the Chicago Police Department in the executive ranks for 14 years, and with specific focus on community policing, accountability and process improvement.

Debra will oversee the entire project and provide services across the strategic reform areas.

Mike Dirden, JD

Subject Matter Expert

Mike has worked with Jensen Hughes’ Law Enforcement Consulting practice on dozens of police department assessments. He was instrumental in the review and analysis of police department operations in San Francisco and the Collaborative Reform Initiative for Technical Assistance (CRI-TA) site in Memphis through the U.S. Department of Justice Office of Community Oriented Policing Services (COPS).

As the Executive Assistant Chief of Police for the Houston Police Department, Mike provided leadership and oversight for the department’s Investigative, Strategic and Field Operations, including accountability for Patrol Operations, Traffic Enforcement, the Mental Health Division, Apartment Enforcement and Differential Police Response.

John is a results-driven senior executive with a solid operational planning, human resources and public affairs background. He is an experienced advisor who utilizes effective programs to foster employee growth and drive organizational success through community initiatives. John is an articulate communicator with 20 years of leadership experience building teams, setting expectations, ensuring accountability and utilizing analytics to achieve organizational goals.

Jon Maskaly, Ph.D.

Subject Matter Expert

Jon is an advanced expert in data collection, analysis and management. He has served at U.S. academic institutions including the University of North Dakota, the University of Texas at Dallas, the University of Illinois at Chicago and East Carolina University. In his role at Hillard Heintze, Jon has worked on several police reform projects through the U.S. Department of Justice’s Office of Community Oriented Policing Services (COPS Office) Collaborative Reform Initiative for Technical Assistance (CRI-TA). He was responsible for analyzing data related to fair-and-impartial policing; vulnerable victims; recruitment, hiring and retention; use of force cases; and traffic and pedestrian stops. In addition, Jon worked with agencies to develop the mentality and capacity to become an organization that is data-driven in its decision-making. He assisted in the development of strategic plans for transparent data and data management plans. He also offered training and assistance in accessing, auditing and querying data. Jon helped agencies develop a system, policy and audit plan for the effective maintenance of training records. He also assisted Professional Standards Units in developing abilities to look at data and understand the trends in the data. Jon has a Doctor of Philosophy in criminology from the University of South Florida, where he wrote his dissertation, “Predicting Fear of Crime using a Multilevel and Multi-Model Approach: A Study in Hillsborough County.” He earned his Master of Arts in Criminal Justice and Bachelor of Arts in Criminal Justice from the University of Nevada.

She has acted as the principal professional assistant to executives, effectively implementing and achieving the agency's priorities and objectives.
