
Settlement Agreement
In April 2024, the California Department of Justice (CALDOJ) entered into a settlement agreement with the City of Vallejo (City) and the Vallejo Police Department (VPD) requiring reforms to VPD’s policies and practices. As part of the agreement, the City and VPD will engage in a comprehensive set of actions – led by an independent evaluator, Jensen Hughes, and overseen by CALDOJ – to promote public safety, reduce unlawful uses of force, eliminate racial and identity disparities, strengthen accountability systems, continue to increase support for officers, and protect the statutory and constitutional rights of the people of Vallejo.
First Year Work Plan

This supplemental workplan adjusts the originally submitted Year One workplan to align with the fiscal budget of the City, pursuant to Agreement Section 9.D.1. Nothing alters the requirements for VPD compliance with the identified work. Rather, this work plan adjusts the work to align with the fiscal requirements of the City of Vallejo. It also provides clarity on the Evaluator’s reporting under Agreement Section 9.F.3 which will publish in July 2025. This is in addition to the planned Annual Report for November 2025. This workplan also addresses transcription errors for Section Four reforms to include B. 1-3 and C.4 as the active reforms rather than the reported A.1-3 and B.4).
